I've simply taken a transparent sheet, put it over the metal plate and with a marking pen I've marked the holes.

You need a 7mm hexagonal key, something like this:

I've faced the same issue a while ago pixelheresy, wobbled was right, a crapped out membrane.
I solved with a new membrane, you have to take the keyboard apart.

@limelight: I've recently replaced the foam of an IBM 3101 with a 2mm art foam with a good result, you have only to
build up a template and then using a 15mm hollow punch to do the holes.

A tool that helps with spring attachment would be great for sure, in order to to the job perfectly.
I think that with this kind of tool we can get the chance to achieve a flawless standard mounting procedure with
the spring fully seated and perfectly vertical every time for all the flippers!
