Redistributable xkb configurations on Linux...?

So Linux has this awesome ubercomplete keyboard configuration system... However at the moment I feel like it's completely useless for any actual configuration beyond what's burned-in.
I have a few improvements I'd like to make to make my old Thinkpad behave nicer... I intend to define new xkb OPTIONS to be used with partial symbol files... I've tried adding both new symbol and rules files, and they get ignored.
Most examples on line for adding keyboard layouts recommend editing evdev and evdev.xml under /usr/share/X11/xkb/rules... Talk about idiotic, that file is going to be overwritten in the next apt upgrade!
setxkbmap apparently only reads the evdev rules file, and a rules file in the user home... The latter sounds completely useless for a global config, or something that I'd like to distribute as a .deb package. The former actually starts with a message telling you not to edit it!
Can anyone help me out with this? And no, I don't want to submit patches to XOrg, if that's the only way to do it why have config files at all?
