I think it's some beautifully obsolete Soviet EPROM technology.

It's for erasing the EPROM with UV light.

EPROM chips with UV windows was pretty much the norm for erasable PROM chips back in the '80s.

Ahh yeah, I've seen that before. Welp, I was way off!

Most amazing shot so far, no Artisan C(r)ap or other modern Christmas-Tree with unicorn puke can come close to this!

He's not shy about this. He did tell me this was exactly what he was doing, for this reason.

It goes without saying.

He'd better hurry. The awards start on 11/20/2016 and end on 12/10/2016. That gives sponsors a week to ship and two weeks for shipments to arrive before 2017.
