Locking numlock

In the USB keycode specification there are three codes, locking num lock, locking scroll lock and locking caps lock in addition to the regular num lock et al. What are they for?
I tried changing num lock to locking num lock (teensy, ps2 -> usb), but it didn't do anything. The key was not recognised in Aquatest or Autohotkey, but holding it down like a modifier prevented the expected result you get when using the num pad with num lock off.
