The description is very confusing, though. Says the board has an "AT interface", but these boards are definitely XT. Also says shipping will be a flat 15 bucks, but the expedited shipping price for me (in Oregon) is $23.15.

I know right, every time one of those Chyron boards comes up (they made several types) I feel spoken to xD . I thought about KT, but the LED positions are wrong, and the keycap font isn't KT's usual. Maybe it's older than their more well-known designs. I suspect magnetic valve, myself, but it's just a gut feeling, really.
I still say Key Tronic Tom...but I won't say it's FF like this one is where you can see the LED position is exactly the same
