Can't seem to reset the pro micro. Given the method of tapping RST and GND twice. Waiting on my teensy 2.0 to get here tomorrow.One of which bangs out.

Judging from pictures, this is originally terminal version with RJ45 connector? I have converted couple of those using just very cheap RJ45 to DB9 connectors. Plenty of cheap options around, for example:

Connect a different keyboard. Take any old PS2 keyboard and wire up the ProMicro to check if the ProMicro is at fault. If the other keyboard works, the controller on your Model M is dead. One of my model Fs (not M) had a similar problem, turned out the orignal controller was dead. I didn't have ...

You need only the 4 pins to work. The reset PIN is not required. The PE pin can be ignored. Double check all your connections and make sure that there is no short between any of the cables.
If the problem persists, just for the sake of trying, remove the lock LEDs and try again.

Here is the controller board. It has 5 pins but only 4 connectors ( my assumption is GND VCC DATA and CLK ) following the same pinouts of IBM Terminal. The Reset pin is not connected on the 32U4 pro micro to the keyboard ... is the unconnected pin where RST goes?

Since a DIN5-to-PS/2 adapter is only a electrical pass through and doesn't contain any logic it would only change the pins you need to use from the respective connector. Maybe your keyboard doesn't speak a protocol Soarers Converter understands?

I have programmed the 32U4 with the following syntax using avrdude 5.1 and a Usbtiny avr programmer and a dedicated 5v/1a power supply for the M32U4:

So if the keyboard requires 5v 50mA, wouldn't that mean it needs it's own regulated supply ? Cause the promicro is gonna take some of that

Fin is quite right. Step 1 is figure out what protocol the keyboard speaks.
If it has Command keys (look at the original caps: Command is beside the spacebar, often both sides) then it’s going to be ADB. ADB is an oddball, Soarer’s doesn’t speak it, you’d need TMK. ADB doesn’t have separate Data ...
